Oakham bar faces licence review over serious health and safety issues

An Oakham bar is facing a licence review over serious health and safety issues.

Jinky's in Melton Road, Oakham, which has been open since the late 2000s, could undergo a review by Rutland County Council's licensing committee next week, after an environmental health officer requested action following concerns about safety within the building and the lack of supervision of children.

The bar has been licensed to John Woods since 2008, although an application has been made to now transfer the licence to Natasha Woods.

The report that will be discussed by the committee on October 2 includes a summary of the concerns raised by environmental health officer Trevor Darnes, which are:

  • A number of serious health and safety non-compliances including electrical defects, risk of carbon monoxide build up, tripping hazards and poor lighting in the beer garden 
  • Lack of supervision of children within the premises, including behind the bar area

The environmental officer has requested that a number of conditions are placed on the licence including that colour CCTV is in operation whenever the bar is open and recordings are kept for four weeks; that the licence holder keeps an incident log; that staff are trained to recognise signs of drunkenness and a fire risk assessment is carried out. He also wants a condition imposed that no children can go into the bar after 9pm.

The committee members could decide to carry out the review or decide against it. Options they have include adding conditions to the existing licence and revoking it if they think the breaches are serious.
