Ongoing planning battle continues between residents and Rutland County Council for Uppingham stable conversion

A refused plan to turn a stable block in Uppingham into a timber clad home has been submitted again.
Applicants Kris and Lisa Van Den Heuvel want to turn the stable at the end of a million pound row of homes off the A6003 London Road in Uppingham into a one bedroom U-shaped property and have resubmitted the planning application to Rutland County Council despite a refusal last year, which was upheld on planning appeal last month (June 2025).

The inspector, who visited the site, found that: "While the appellants state that on completion of the proposal the types of vehicles accessing the site would be limited to cars and occasional delivery vans, the revised plan shows tracking for a car only.
"The revised plan clearly demonstrates that there is insufficient space within the appeal site for a vehicle to turn, irrespective of whether other vehicles are parked within this area. Given that delivery vehicles are typically larger than an average sized car, it follows that larger vehicles would also be unable to turn within the appeal site."
Lisa Van Den Heuvel submitted a new application 10 days after the planning appeal was upheld and is hopeful the issue of vehicle turning can now be addressed after amendments to the drawings.
Family members own the land and live in a nearby property and she has been using the area for more than two decades to house animals she has rescued.
She told the Local Democracy Reporting Service: "I rescue animals, over the years I have kept eight or nine goats, eight pigs and 10 horses.
"The house is going to be very simple, I just now want to live on the site to be nearer to my animals and to my parents, who are getting older."
The new application was discussed at Uppingham Town Council at its last meeting on July 2 and the council resolved to maintain an objection.
Its submission to the planning authority states: "Following a discussion the council are opposed to the application on the following grounds, concerns over the adequacy of the access, substandard width, outside the limits of development and the adverse effect on existing neighbours."
No date has been set for when the new application will be considered by the county council.
