Fresh bid for more Oakham homes after planning appeal

Plans have been resubmitted for five new houses after a successful appeal.
Rutland County Council rejected the original application for the development south of Braunston Road in Oakham last year, citing insufficient visibility from the proposed access road junction, among other reasons.
However, an inspector found that the council failed to provide "substantive evidence" to support that visibility from the junction would be so limited as to be unsafe for drivers and pedestrians.
Instead, the council offered "generalised assertions about the impact of proposals", according to the inspector, who declared its behaviour to be "unreasonable". The council was subsequently ordered to pay towards the costs of the appeal.
A follow up planning permission application has now been submitted by Exeter Court One Ltd, with a widened proposed access road, aligned slightly to the west.
The houses would be two storeys, with a garage and a garden that would back onto another row of gardens belonging to bungalows on Noel Avenue to the north.
The council also rejected the original proposals on the grounds that the two-storey properties would have an "overbearing and detrimental impact on the privacy and enjoyment of the Noel Avenue bungalows".
However, this too was found to be incorrect by the inspector, who said the proposed garden space between the properties would offer enough separation distance to maintain privacy.
