How does Rutland compare for parking fines and where is the worst place to get them?

Rutland has featured in a list of 'worst cities' for parking fines.
However, England's smallest county is way down the list at 161 in the rankings made by Compare the Market.
The comparison website says as people might expect, London councils bring in the most revenue from parking fines, with the borough of Newham raking in the highest amount in the city at £10.6m.
Using Freedom of Information requests, Compare the Market discovered Newham Council issued 239,000 tickets, again, the most of any of the 204 English councils that responded to the FOI request in August.
Outside the capital, Glasgow made the most in fines revenues, genrating £5.4 million in the 12 months to July 2020.
Birmingham issued the most fines, with 112,735 penalty charge notices being handed out this year, while Gosport, on the South Coast, dished out the highest average fine, at £66.25
Rutland came 161st out of the 204 councils featured, with it issuing 1180 fines, which generated £33,362. Its average fine was £28.19 and three, on average, were issued every day. The most common place for them were in High Street, Oakham.
South Kesteven District Council did not feature on the list but in the region, Leicestershire County Council came in at 29th in the 'Cities' list with £846,275 received from 26,528 fixed penalty notices. The county council issues an average 73 a day and the worst place to received them is The Parade, Oadby.
Harborough District Council came in at 159th, just above Rutland, with parking fine revenues of £36,040 from 1,298 fines. The average ticket was £27.77 and the council on average issues 4 a day. The most common place to receive them is The Commons Car Park.
Dan Hutson, head of motor at comparethemarket.com, said: "Parking fine revenues are a cash cow for many local authorities. Up and down the country drivers are regularly being caught out by tight parking restrictions.
"With the third lockdown now in place, we would encourage drivers to take extra care and attention when parking up their car to ensure they avoid a parking fine."
A spokesman for Rutland County Council told Nub News: "We enforce parking restrictions, where we can legally, to discourage unsafe parking that might endanger pedestrians and other motorists, and to ensure fair access to parking for shoppers and visitors.
"Parking fines are an important means of discouraging dangerous and irresponsible parking. Fines are set in bands nationally."
