Registration, green waste and other fees approved by Rutland County Council.

The level of fees that will be charged by Rutland County Council in the fiscal year 2023/24 has been approved by members of the cabinet.

The fees and charges that are levied by the council include everything from the cost of adult social care, land charges, environmental services, gambling licenses, taxi operator licenses and bulky waste disposal.

Speaking to fellow cabinet members, Conservative Councillor, Karen Payne, portfolio holder for finance, said: "We are looking for cabinet to approve the level of fees and charges for 2023/24 which covers highways, both new developments and improvements to existing infrastructure, gullies and roadside mapping of environmental matters, land charges, registration fees, green waste, bulky waste and residual waste disposal including recycling bins for new build properties, traffic regulation orders and adult social care charging.

"Taxi and private hire vehicle license fees will be subject to change based on the outcome of a forthcoming consultation through a public notice procedure, and that matter will be brought back to cabinet for approval following the completion of that consultation process."

Council fees and charges are reviewed on an annual basis as part of the budget and council tax setting process, and need to be approved to be effective from 1 April 2023.

In reviewing these fees and charges, members of the cabinet are required to include certain key considerations such as the changes in the rate of inflation, which have been calculated at 10 per cent, whether a single fee covering an area undermines the principle of cost recovery – therefore some fees have been split, and where no increase is proposed, this may be due to recent increases in previous years or a negative impact from the income yield.

Some fees and charges are not covered by this proposal, and these include social care rates, rents and building control – all of which are managed separately.

Members of the cabinet agreed unanimously to approve the new fees and charges for 2023/24.
