Rutland's Police and Crime Commissioner Rupert Matthews has welcomed a report calling for a fundamental culture shift required for police and prosecutors to work together for victims of rape.
A joint inspection by HM Inspectorate of Constabulary and Fire & Rescue Services (HMICFRS) and HM Crown Prosecution Service Inspectorate (HMCPSI) found some evidence of ineffective joint working between the police and prosecutors, contributing to lengthy delays in decision-making, poor outcomes and unacceptably poor communication with victims.
Mr Matthews said: "The report published today (Friday) highlights that nationally there is room for improvement in the way victims of rape and sexual violence are supported. That is of paramount importance. Victims need to have confidence in the system. Without that, the system is not fit for purpose.
"I welcome these reports. In particular, I welcome the recommendations, which will provide a benchmark for improvements in the future.
"I want to improve victims' experiences with the police and indeed the whole criminal justice service. It's important that they receive end to end support throughout the entire process. This will aide their recovery and ultimately see more perpetrators brought to justice.
"My forthcoming Police and Crime Plan will set out how I intend to do this, focussing on our work with the force and partners to provide tailored support to victims; to encourage more people to report their experiences – current or historic; to increase conviction rates; and to rehabilitate those at risk of offending.
"I believe the role of PCC is to be a strong advocate for justice on behalf of our communities and I will continue discussions with colleagues on the Regional Criminal Justice Board to explore how together we can achieve more. This report will help to shape that work."
