Owner of Oakham bar Jinky's has had his license removed following Council hearing

A bar owner has been stopped from the daily running of his venue after council officers had serious health and safety concerns. 

John Woods, who ran and owns Jinkys bar in Oakham has been removed by Rutland County Council's licensing committee as the designated premises supervisor, after a meeting was held in private last week. 

A licence review had been requested by environmental health after they made a visit in August and found a number of issues including electrical faults, trip hazards and carbon monoxide risk as well as unsupervised children behind the bar.

A decision notice issued by the council following the two-hour hearing at Catmose House on Wednesday last week (October 2), has imposed 27 conditions on the licence. In September Mr Woods' daughter Natasha took over as the licence holder for the Melton Road bar, which her father ran since 2008. 

Mr Woods gave evidence at the hearing but what he said has not been detailed in the minutes of the licensing hearing. 

The minutes say the councillors on the licensing panel accepted the evidence of the environmental health officer:  

"Environmental Health had applied for the review due to concerns in relation to a number of serious health and safety non-compliances and the lack of supervision of children within the premises.  

"As such this had raised concerns with regards to the general management of the premises and the premises licence holder's (PLH's) ability to promote and uphold the licensing objectives, in particular with regards to public safety and the protection of children from harm. The Licensing Department had submitted a representation due to concerns in relation to the PLH's ability to ensure that all permitted licensable activities were conducted lawfully and the ability to act responsibly with regards to the promotion of the licensing objectives." 

Conditions imposed are wide ranging from banning children in the bar from 9pm, not having inflatables on site without permission; maintaining an incident log for six months which must record all drinkers kicked out, any crimes, drugs found and whenever the bar is open there must be colour CCTV in operation, which must be made available to the police within 48 hours of any request. 

Drinkers must also be stopped from taking glasses outside of the venue and making noise which upsets the neighbours.
