Council planners have thrown out an application to split an existing Uppingham flat in two.

An application to turn an existing two-storey flat into two separate units was refused by Rutland County Council last month.

The scheme would have seen a three-bed flat and a one-bed flat created at North Street East above Silver Fish Bar and Choi's Restaurant.

The applicant told the council: "Securing a building permit will allow us to provide this much-needed accommodation, supporting the operation of the shop and maintaining its services, an essential part of keeping the business operational for the benefit of the local community."

However, the scheme received an objection from the council's highways team which said a parking survey had shown there is not enough parking in the area during the day time.

Refusing the application, a council report said: "The proposed alteration to the use of the property would increase the risk of further parking in unsafe and unsuitable restricted areas, which would have an adverse effect on the safety of users and free flow of traffic on the public highway."
