Previously refused Rutland homes schemes given green light by council

A homes plan that was refused and then lost a planning appeal, has come back again and is being recommended for approval. 

Manor Oak Homes has resubmitted the 41-home scheme for greenfield land off Manor Green in Ketton and the lack of approved housing development across Rutland means planning officers are recommending the council's planning committee approves the scheme this time. 

The Northamptonshire-based developer had an application in 2023 refused and an appeal dismissed last year. 

Since then, though, the Labour government hiked the number of homes required to be built in Rutland each from 124 to 266, which has opened the county up to speculative developments. 

There have been 133 letters of objection against the scheme. 

The report, which will be considered on Tuesday (October 21), says: "Following publication of the updated NPPF [National Planning Policy Framework] in December 2024 the council cannot now demonstrate a 5-year housing land supply, and the application has been resubmitted.  

"The tilted balance of the framework applies. This states where there are no relevant development plan policies, or the policies which are most important for determining the application are out-of-date, permission should be granted unless there are strong reasons for refusing the development proposed or any adverse impacts of doing so would significantly and demonstrably outweigh the benefits, when assessed against the policies in the Framework taken as a whole." 

The developer's scheme is made up of four one-bedroom units, 17 two bed homes, 16 three bed homes and four, four-bedroom houses. The scheme includes some open space and allotments. 

The objections relate to the development being outside the planned limits of development, flooding risk, development in open countryside and existing traffic issues which they say will be made worse by the development.
