Rutland Council opens public consultation on Uppingham’s redrafted neighbourhood plan

A redrafted version of Uppingham's neighbourhood plan is now open for public consultation. 

Last year after a public hearing, an independent examiner had said the plan which allocates housing development sites around the town, had needed to pack more homes into fewer sites. 

The town council, which is responsible for the plan, engaged a planning advisor to revisit the plan and now after discussions with the Rutland County Council the new plan is ready for a six-week consultation. 

Any representations will be considered by an independent examiner who will then issue a report about whether the plan, which maps out development until 2041, can go out to a referendum. Everyone on Uppingham's electoral role can take part in the referendum. If approved it will form part of the overarching Rutland local plan, which is still in draft form. 

Changes to the Uppingham neighbourhood plan have included dropping down from seven allocated sites to five, with proposed sites near the Beeches and Goldcrest now on the reserve list. Altogether 516 homes are proposed. 

The criticised draft plan had worked on 25 homes per hectare, but the independent assessor has said the density should be increased so that there are 30 homes per hectare. 

2201 homes are committed to in the existing neighbourhood plan which dates back to 2016 and includes 163 homes at land north of Leicester Road and another 20 on land south of the road. 

Within five years the plan allocates 125 homes off Leicester Road in front of the cricket club; 76 homes in Land off Ayston Road and 105 homes at Uppingham Gate. Nine homes are at windfall sites – those not in the development plan.  All of the development is the end of the town closer to Oakham than towards Corby.
