Rutland Council to set new councillor allowances

Councillors at Rutland County Council are set to approve their allowances for the coming year.

A report due to be debated at a meeting of full council on March 26 reveals how much councillors will receive in 2026/27.

While councillors do not receive a salary, they are paid an allowance to cover "time incurred by a councillor in carrying out their ordinary duties for the council".

Every councillor will receive a basic annual allowance of around £5,250 for the next financial year.

On top of that, councillors with extra duties – such as the council leader or the chairman of the planning committee – also receive a special responsibility allowance.

Cllr Gale Waller (Lib Dem) has this week announced she is standing down as leader of the council – and a new leader will be chosen at the same meeting.

In addition to the basic allowance, the leader of the council will receive an extra £18,350; and the deputy leader – currently Cllr Andrew Johnson (Lib Dem) – will receive £15,750.

The chairman of the scrutiny committee – currently Cllr Lucy Stephenson (Conservatives) – will receive an extra £7,850.

Cabinet members – made up mostly from the ruling Lib Dem group in Rutland – will receive an additional £13,100.

They include Paul Browne (planning); Diane Ellison (adults and health); Tim Smith (children and families); Christine Wise (transport and environment).

Independent councillor Rosemary Powell (property and economic development) is also a cabinet member.

The chairman of planning – currently Cllr Nick Begy (Independent) – will receive an extra £10,500.

Likely candidates to become the new council leader are the current leader of Rutland's Lib Dem group Cllr Christine Wise; and the current acting council leader Cllr Andrew Johnson. The new leader will then announce any changes to the cabinet.

Councillors' allowances rise by the same percentage as the pay of the council's chief officers. The increase is set by national negotiations and last year officers were awarded a 3.2 per cent pay rise.

Any increase for the coming year is yet to be decided and so the amounts in the report could still change – with any additional allowances being backdated to April 2026.
