Legal paperwork misrepresentation disrupts Uppingham Councils plans to sell Bowls Club

The proposed sale of a bowls club by the town council will be delayed due to a legal paperwork issue. 

The full council was expected to make a decision last night (Wednesday, February 5) on whether to sell the Uppingham Bowls Club buildings at Tod's Piece to the club for a price of £51,000 by means of a long term mortgage, with the club paying it back at a rate of £1,500 per year. 

But at the meeting held at the town council chamber in High Street, chairman David Ainslie said there was an issue with how the legal agreement had been drafted.  

He said: "The papers as presented are not appropriate. They have misrepresented what had been previously agreed." 

The paperwork had said the land and the building were to be sold to the club, rather than just the building. The reason the council was considering the sale  was because the building had originally been built by the sports club on council land and ownership should have always been with the club, but the original papers were incorrect. 

Councillor Ainslie said there would now be a delay on a final decision while new legal paperwork was drafted, but it was 'important that we get this right'. 

Also at the meeting the issue of parking on Leicester Road was discussed. The chairperson said he had spoken with the headteacher at Uppingham School about the parking issue, which he said 'was an accident waiting to happen'. 

A resident asked whether the town council could write to the county council about the zebra crossing and ask for another light, as the area was very dark. 

Cllr Christine Wise, who represents Uppingham and is cabinet member for transport at Rutland County Council, said she had raised the issue of the zebra crossing before she was an elected councillor and had herself nearly been hit on the crossing.  

At the meeting the council also agreed to write off £1,457 of historic debts. The debt figure had been at more than £10,000, but in recent months clerk Adam Lowe has recovered much of the debt by contacting those with outstanding bills. 

A decision was also made to commemorate the 80th anniversary of VE Day with a beacon lighting.
