Rutland Council rejects plans to alter historic cricket pavilion

Plans to alter a historic cricket pavilion have been refused by Rutland County Council.
Uppingham School wanted to make changes to its First XI Cricket Pavilion on the Upper Playing Field on Glaston Road.
However, despite calls from council planning staff to approve the scheme, the council's planning committee rejected their recommendation.
As Nub News previously reported, the school sought to upgrade and extending the historic cricket pavilion. The plans were opposed by Historic England, forcing a final decision to be made by central government.
Council minutes from the meeting last week said the proposed scheme would see the loss of original fabric and features and would obscure 'any sense of the original design' of the building.
The minutes also said the choice of material and colours would significantly change the appearance of the building and proposed glass features "are totally at odds with the carefully considered proportions and composition of the Arts and Crafts architecture that are a defining part of the heritage asset's significance."
They continued: "All sense of the original architectural expression is therefore lost - including the existing solid to void ratios and fenestration
proportions, and crucially, all sense of this being a principal elevation in the Arts and Crafts style is also lost. "The considerable level of alteration to the character and appearance of the cricket pavilion would also have a negative effect upon the way that it is experienced and appreciated particularly in terms of its important relationship to the cricket pitch, which would be significantly diminished. "The proposed extension to the existing Grade II listed pavilion thereby fails to have sufficient regard to the setting and importance of the listed building. "The harm that the proposals would cause to the setting and character of the listed building would not be outweighed by the public benefits that would accrue."
