Oakham: Planners back homes close to Barleythorpe Hall

Plans for six homes in Barleythorpe are back before the planning committee of Rutland County Council next week.

The application for the houses on land adjacent to Barleythorpe Hall, Main Road, Barleythorpe, was adjourned from last month's meeting to allow members a site visit and to address developer contribution issues.

As Nub News previously reported, the applicant: S A Rutland Ltd, originally sought to built 8 homes, but in the face of local opposition, reduced the plans to 6, earning the support of council planners.

A report prepared for the Monday October 4 special meeting said: "The Council's approach to Barleythorpe being a Restraint Village is out of date as it can demonstrate that Barleythorpe is in effect a sustainable location.

"This is a suitable site for residential development, providing housing on vacant land within the planned limits of development for Barleythorpe. The design and layout is of good quality which does not have a detrimental impact on residential amenity, heritage assets or highway safety.

"This application was deferred from the meeting of Tuesday 24th August to address issues that were raised regarding affordable housing provision and to allow Members to carry out a site visit."

It continued: "Objections have been received from 11 objectors in relation to the amended scheme mainly revolving around impact on residential amenity, impact on the setting of listed buildings, drainage and highway safety."

A planning assessment from the council said: "The main issues are the principle of development, design and impact on the character and appearance of the conservation area, impact on the setting of adjacent listed buildings, residential amenity, highway safety, impact on trees, drainage and the delivery of affordable

housing.

"The Council's approach to Barleythorpe being a Restraint Village is out of date as it can demonstrate that Barleythorpe is in effect a sustainable location.

"This is a suitable site for residential development on vacant land within the planned limits of development for Barleythorpe."

Tested against government national policy, the report continued, "there are no adverse impacts which would outweigh the benefits of development.

"In this case the Council's lack of a 5 year housing land supply means that

the planning balance is tilted in favour of planning permission being granted.

"The design and layout is of good quality which does not have a detrimental impact on residential amenity, heritage assets or highway safety. There are no technical issues that cannot be overcome so the development can be approved.

"It is recommended that the application be approved subject to the completion of the legal agreement and that any other minor issues be dealt with in consultation with the Chairman."
